Similar to the Monkey Sub in BTD5 Mobile and the Beekeeper in BTD4 Mobile, Dartling Gunner is not unlocked by level, but rather by getting 500,000+ individual pops (not damage) on any map. Difficulty does not matter, although the game recommends Medium, Hard, or Freeplay Mode.
