Mana cost is a copiable value. The copy will have the same CMC as whatever it's copying.

It doesn't copy whether that creature is tapped or untapped, whether it has any counters on it or Auras and Equipment attached to it, or any non-copy effects that have changed its power, toughness, types, color, and so on.
How much CMC do tokens have?
Almost all tokens have a CMC of 0, so a newly played Ratchet Bomb can immediately kill them. The exception is tokens that are copies of creatures (via Rite of Replication or Cackling Counterpart, for instance). These tokens will have the same CMC as the creature they're copying.

Sculpting Steel doesn't copy whether the original artifact is tapped or untapped. It also doesn't copy any counters on that artifact, any Auras or Equipment attached to that artifact, or any effects that are currently affecting that artifact — you get exactly what's printed on the chosen card and nothing more.

No, only your own original commander counts.
Generally, if the Lieutenant ability refers to your Commander, then the opponent's Commander would not count, since it's not yours, even if it has the same name. Also, a clone of your Commander would not count, because the Commander-ness of a card cannot be copied.
Can Sakashima copy Planeswalkers?
@DavidLopes - yes, you can copy a creature-fied planeswalker. But Sakashima also copies the planeswalker's subtype (on your example, it would be "Planeswalker - Tezzeret"), so both Sakashima and original Tezzeret will go to the graveyard before you have the chance to use any of Sakashima's walker abilities.

Is CMC 0 odd or even?
You can see that there was some concern over the confusion cards with zero or nonexistent converted mana costs could cause, which is why Void Winnower clarifies that zero is even in its reminder text.
